IETA Article 6 Policy Briefs Ahead of COP29 – Authorisation

The position brief provides IETA reflections and positions on the crucial topic of authorisation. IETA urges Parties to consider investment certainty when negotiating further guidance on authorisation under Article 6 of the Paris Agreement. We recommend providing early authorisation, standardising procedures, limiting changes and revocation to exceptional cases, and ensuring new guidelines do not harm existing efforts. Simplification and transparency are critical for broad participation. Poorly designed rules can increase project risks and costs, reducing investment in mitigation activities.
